Dan hendaklah Ahli Kitab Injil menghukum dengan apa yang telah diturunkan oleh Allah di dalamnya; dan sesiapa yang tidak menghukum dengan apa yang telah diturunkan oleh Allah, maka mereka itulah orang-orang yang fasik.

This is a command as a new sentence: the lam effects the jussive. *In the narration of Warsh from Nāfiʿ, this is realised together with the following word as yaḥkuma-hlu.
وَلِيَحْكُمَ
wa-li-yaḥkuma
“We gave him the Gospel…so that the people of the Gospel would judge…”
In this reading, the lam expresses purpose and effects the subjunctive.
