من يضلل الله فلا هادي له ويذرهم في طغيانهم يعمهون ١٨٦
مَن يُضْلِلِ ٱللَّهُ فَلَا هَادِىَ لَهُۥ ۚ وَيَذَرُهُمْ فِى طُغْيَـٰنِهِمْ يَعْمَهُونَ ١٨٦

Chi è traviato da Allah non avrà la guida. Egli lascia che procedano alla cieca nella loro ribellione.

“...they have no guide. He leaves them to wander”
This is technically a new sentence which expresses the same meaning as the following reading; both refer to God in the third person.

Here the verb is jussive because it is joined to the outcome of the conditional.
