Sesungguhnya Safa dan Marwah merupakan sebagian syiar (agama) Allah.1 Maka siapa yang beribadah haji ke Baitullah atau berumrah, tidak ada dosa baginya mengerjakan sai2 di antara keduanya. Dan siapa yang dengan kerelaan hati mengerjakan kebajikan, maka Allah Maha Mensyukuri, 3 Maha Mengetahui.

The two readings amount to the same meaning. The active reading points to each person’s or community’s agency in choosing their path; the passive reading alludes to the role of societal factors, etc. They may both refer to the divine action upon them, especially if the pronoun huwa in the first reading is taken to refer to God (in the previous verse “your Lord”) [al-Mahdawi].
