Verb form III indicates a mutual commitment, or it can be understood like the other reading, as an instruction from God.

Explication:
The two readings either have the same meaning, or the first includes an element of mutuality: God committed to give Moses (pbuh) revelation and prophethood, and Moses committed to arrive at the Mount at the appointed time and fulfill the responsibility given to him. In the other meaning (and the second reading), it means that God “promised” in the sense of “commanded” because the command contained honour and status for Moses [Ibn ‘Ashur].
