Readings:
لَوْ تُسَوَّى
law tusawwā
“they will wish the earth were levelled with/upon them”
This reading uses a passive imperfect verb (form II), with ‘the earth’ as its subject. The meaning of ‘levelled with’ is that the unbelievers wish to be just like the earth (i.e. the dust, see 78:40) in being unaccountable for their deeds. It may also mean that they wish they were in their graves, covered by the earth.
لَوْ تَسَّوَّى
law tassawwā
“they will wish the earth had been level with/upon them”

These readings are alternative vocalisations of the form V perfect verb.
