“(God sent me) so I may bestow upon you”
In this reading, the angel describes the action he is doing by God's command. It may also be read as a quotation, i.e. the angel reports that God says "I sent the angel so I may bestow."
لِيَهَبَ
li-yahaba*
“so He may bestow upon you”
This reading is most evidently a third-person verb meaning that God bestows the child. However, it may be based on a lightened pronunciation of the hamzah as in the other reading. *NB: Qālūn from Nāfiʿ has a second narration agreeing with the majority.
